Old NB shields. The NY 390 shield is clearly out of place, but there's not enough room for a bigger shield next to the I-490. The original I-490 shield here was probably a narrow one (the 3-digit style was developed a few years after the Interstate system was implemented), and then there was a larger and decidedly old NY 390 shield next to it. The "WEST" may have belonged to that original shield.
