WB at the western end in the late and mid 1980's, respectively. By the end of the decade, a minor bit of construction had started at this intersection and resulted in an upside-down traffic signal sign that I left in the photo for you. Did it start out the right way? Did it stay like this after construction ended, or was it fixed, or was it taken down entirely?
